Latias/Latios:
Latias and Latios's locations change when you move, it is really just luck running into them, you can always try to corner them. In Sapphire you find Latias, in Ruby you find Latios.
Open the Regi Caves:
To open the Regi caves, you must have a Relicanth first in your party and a Wailord last in your party. You must then follow what the braille says.
Rayquaza:
Rayquaza can be found at the top of the Spear Pillar by Pacifidlog Town.
Fossils:
There are two fossils in the game which are the Claw Fossil and the Root Fossil. They are found in the desert and the Claw Fossil is Aronith and the Root Fossil is a Lileep.

Brawly - Fighting Type [Psychic Recommended]
Wattson - Electric Type [Ground Recommended]
Flannery - Fire Type [Water/Rock/Ground Recommended]

Winona - Flying Type [Rock/Ice Recommended]
Tate & Liza - Psychic Type [Dark/Ghost Recommended]
Wallace - Water Type [Grass/Electric Recommended]
TV Ads:
Clearance Sale - You can buy special items. This only happens after you defeat the Elite Four.
Swarms - There are special broadcasts of rare Pokemon appearing on certain routes, such as Surskit.
